What Does “Not Selected by Employer” Mean on Indeed?

Not Selected by Employer means the employer rejected your application for that specific Indeed job. It is an explicit employer outcome, unlike Indeed's separate Response Seems Unlikely expectation.
Is it a rejection?
Yes, for that requisition. It does not decide your prospects for another role at the same employer. Under Review to Not Selected explains the general pattern.
Can the status change?
Do not plan on it changing. An employer could contact you separately or invite you to another role, but the listed application should be treated as closed unless they tell you otherwise.
Why do employers use it?
Employers use a disposition to close applications after choosing not to move a candidate forward. Indeed documents Not Selected by Employer as distinct from a job closure or a lack of expected response.
Why is the job still open?
An open posting can mean the company is still looking for another profile, needs multiple hires, or has not closed the requisition. It does not by itself mean your application will be reconsidered. See Rejected but Role Still Open.
Should you reapply?
Do not submit a duplicate to the same unchanged posting. Reapply only if the employer invites it, a materially different role opens, or you have meaningful new qualifications that fit a new posting.
